I would assume the reason for this is dandelion is a monstadt regional speciality and cant really grow anywhere else, and inazuma is separated from everywhere else by the ocean so you cant really set up trading routes, and I doubt it would be logical to ship an ungodly amount of dandelion seeds that would probably not even survive in the climate of inazuma.

Actually, after finishing day 2 quests, you can get a recipe for the drink and make it for free....

All drinks from the tavern can only be brought, can't be cooked.

You can actually purchase the Yae banner in your serenitea pot! It should be for sale somewhere in your blueprint section, and it's reasonably cheap :)
