If someone's dog will kill other dogs that approach, they should not take the dog into a public place where that could happen.
It wasn't at a dog park, with that logic they couldn't go anywhere in the public. They can go to places where it's possible to avoid other dogs.

Some dogs are more reactive than others same as people someone can say the same thing to 5 different people and maybe one of them will have a severe reaction to it
Dogs have personalities as well as boundaries and personal spaces just like humans do , you can’t expect them to just react the same with every single dog especially one that’s pouncing all over them ( high energy dogs) doenst make sense
It’s better for other owners to assume all dogs are not friendly than to assume otherwise and have their dog get into an altercation because they were off a leash in a playground and like the other commenter said “ if it were a off leash dog park it’d be different “
