*youre a super hero for dealing with the council and contractor yourself instead of making your customer do it. * Wow! I would like to say I'm shocked but in my experience, any type of contractor for a town or city like to do less than the bare minimum because they got the contract by putting in a stupidly low offer knowing that once they get the job, they'll get paid regardless of the quality and no one will hold them accountable. Even IF someone amazing, you for instance, holds them accountable, nothing will change because council won't be able to get another contractor for as cheap unless they reallocate more taxpayer funds. To do that though, there needs to be significant amount of complaints and/or an egregious error done by the contractor and even then the council will take weeks and weeks requesting and debating the offers from new contractors and then even longer for debating where more funds will come from. That whole time, the original p.o.s. contractor is sitting back laughing still collecting money for doing less than the bare minimum. It's a freaking joke. In a major city where I am, there was a snow removal company contracted by the city but several drivers of the plows were driving drunk while plowing. It wasn't until 3 trees on one boulevard were actually severed and several vehicles hit, that the city was forced, due to the media attention and DUI charges, to get a new contractor. However the original contract company was kept on because there was *only* 3-4 months of winter left and there was no money left for snow removal in that fiscal year's budget. Guess how well the roads were plowed after that... it was an absolute shit-show. (No offense and no pun intended)
The thing in this case is that the Contracting company is owned by the City Council so its huge & half the time the City contracting company ends up calling in a private sub-contractor & that's exactly what happened in the case of this job, the guy that came out who wasn't the supervisor that refused to come out or send field crew got straight onto the sub-contractor to come clear the drain. Sometimes I think the worlds going made, but it could just be me lol.
Definitely a challenging afternoon & evening. I had to call the Council Call Centre several times & luckily one of the staff eventually contacted the field crew directly bypassing the Duty Supervisor. If that did not work, I was about to go wake up my neighbor who is one of bosses & he would not have been happy with the Duty Supervisor refusing to send someone. Good water supply & drainage are vital to the health & well being of a population - millions & millions of people would die without it.
Here in Timaru we use CityCare they sometimes have issues finding places so as you done it often pays to wait around to make sure the crew go to the right location. Never had problems when the council had thier own maintenance company.
H Josh. We used to have City Care, but the powers that be (Council) keep messing with the system, changing contractors in order to try save a buck. The service level in the last several years has dropped off remarkably with no one actually taking ownership of anything - very painful.

Unfortunately the good ones, like the guy you see driving off in that night scene to go around to the manholes to wait for a flushing truck don't always get the gratitude & reward they deserve, & then like any field there are those that just don't give a hoot - I'm talking about you AJ (The Duty Supervisor that refused to send staff & even bother to call me & all the Council notes actually say this as well).

Unfortunately this stuff is rampant here in Toronto. Bugs me to no end. We have intersections with the wrong lane paint that's endangering people's lives. The City, I've complained to 4 times now, and their own traffic department doesn't see the problem. I get people on the phone, literally telling me it will be taken care of. The world is a bunch of mutthumpers. The only busy person is the dog.
Sounds like someone just likes getting that on-call pay, without actually doing the on-call work. I also rather imagine this is the kind of guy who feels he is better than everyone else, and believes he shouldn't have to be dispatched to do the job that some lowly incompetent jetter couldn't do, because they are that full of themselves.
The strange thing is that he doesn't even need to come out, all he had to do was delegate the job to one of the field crew like the guy that the Council Call Center staff member managed to contact directly & who fortunately showed up.

Government! Sounds like it’s the same worldwid. So sorry you experienced what you did with the Council. 😢 Hubby is being very letdown right now by his life insurance company. Paid into his long term life policy for nearly 25 years and yesterday he received a notice that beginning in January of 2023 the $70 premiums go up by $1600 per month WHAT!! Is that even legal??? Next week we’ll begin making lots and lots of calls 🫤
