A steel hammer is used for laying granite setts not a rubber one.

Are you using 5 sharp sand to one cement on this job for laying the cobbles, interested to know from a diy person.

what is your opinion of polymeric sand for grout in cobbles?

Ever heard of a sett paving hammer rather than the methods I’ve seen used, ie brick hammer, lump hammer or as in your case a rubber mallet.

There is no such tool. If you’re referring to a paving hammer, that is just a heavier weighted version of a brick hammer… types of hammer you’ve seen used all depends on material and substrate.
