This is quite common here in India, it's all made in China. I heat mine for about 2 minutes and keep it on my thighs to keep them warm in the winters. I got mine for around Rs. 350 (maybe 5 US dollars?). Mine even has a pouch where you can put and warm your hands :)

You need to replace it with salt water. Original water inside has additives that conduct electricity. You need to make the water conduct electricity better to activate the heating element.

Lay it flat on a table. Pinch the top upwards, remove the bung, slowly press down to release the air without spilling the water inside, put the bung back in place. The bung is the little black circle thing.

I just remove the rubber stopper and carefully squeeze out the air without letting the liquid escape.
