it's how easily the ship can turn to left or right for mobilty or for trying to avoid torpedoes(max stat it can reach is 13). Still it depends on speed and lenght of the ship, as for example lider class has 11.7 if I'm not wrong but as it's a pretty fast and long ship it's maneuvering isn't that good. Same goes with battleships like missouri or yamato or CVs as they're big and on most of the cases slow ships@@adi_playzz_yt.
