Jeffrey Combs plays a mad scientist amazingly but I really think Christoph Waltz could add a heaping helping of unhinged terror to his monologues. Christoph’s speech mannerisms mixed with the way he speaks could be a great combo!

Rat king from 2003 is so underused. He had a good and logical backstory, from being Dr.Bishop experiment for making an ultimate solider by combining alien and mostly Splinter DNA (which later gives him the power to communicate with rats) to looking like a monster after fight lost to turtles. Beacuse of the acident he can't even remeber who he was in a past life (Bishop experiment named Ultimate Sliver) to becoming a nobody, a monster as he calls himself. Later on he sadly never appeared. In my opinion he could be one of the strongest and scariest villans
the combs corpselike rat king looks also like the scarecrow (who combs voice acted) in batman the animated sereis season 4 it feels like the original ratking in the comics was made as copy of solomon grundy
It's a shame the 2003 version only appeared in one episode. (Well, 3, if you count his orgin appearance as the "Slayer," and his very brief cameo in the series finale.) It really looked like they were building him up into a cool darker version that has elements of the Mirage "Tales" comics and the original cartoon. The fact he never encountered Splinter was a missed opportunity too.

I thought it was more of a combination of Willard (a misanthrope who uses rats to kill people; and also has a white rat named Aristotle he favors the most) and the original Phantom if the Opera (the appearance is pretty similar to how he appears in the book: a living corpse with eyes so sunken in, yet so luminescent, all that can be seen are pinpricks of light). Older Rat-king gives me Darkman vibes.
Rat King, Stockman, Krang, Karai and The Purple Dragons need to be used better in future adaptations rather than The Shredder like The Joker it becomes expected but can become bland after so many adaptations later
In my opinion one of the most terrifying villain in the tmnt series and I'll like to see him be the first villain in a live action reboot and follow the 2012 version in the near future

The Rat King is definitely a threatening villain (especially the 2012 version), but I think that claiming him to be the personification of evil in TMNT is exaggerating. The original and '03 versions are probably just homeless people in clear need of both mental and medical help, but they've been neglected by society long enough that they've lost all social skills and don't even see themselves as human anymore. The '87 version likely has a similar story, but he's not as far gone as them, and he may also have a history in war, given the weapons he uses (and probably makes himself).

Allow me to correct: In TMNT 2003 series, the rat king had origins: In Season 3 episode 24 named (Bishop's Gambit), he was originally one of the clones from Agent Bishop. Agent Bishop woke him up to aid the fight against Turtles, but the turtles won and the clone was flushed away into the sewers. Then later he came out of the sewers and appeared as the rat king in the episode (I monster).
Um, I had 2 pet rats that grew to nearly 2 feet long nose to tail tip before old age took them, so I believe the New Yorkers on this one point at least. And let us not forget the video of Pizza Rat. Pizza slices in New York are on average quite large.
He's certainly not "evil" in any regard. He's a loon for sure but certainly not evil. Matter of fact he's even waged war against shredder for his trespasses on different occasions.
I was first introduced to him in the 2003 show. He was at his creepiest back then.
