Fact is, FOOD options in the Philippines are few compared to Thailand, Vietnam, Indonesia, and even Cambodia and Laos. Fish balls is not something they will feed foreigners even in the poorest villages of Laos and Cambodia.

That carbon night market is a separate market that was open to public since mid 2022 (not quite sure) but colon street market has been there since forever, it was just closed because of the pandemic and they just reopened it few months ago. The reason why you didnt saw this colon street market when you visited cebu before is because it was still close because of public health issues due to covid so the government of cebu didnt want to risk opening it sooner than expected. Carbon night market is still open today at the location you visited few months back

Taste like liver but it's not liver, made of pig's blood, "dinuguan" it's called which means cook with blood, pork and garlic, onions and spices, chili too. Doesn't look appetizing because of its colour black, sort of a delicacy. Cheerio!😊👍👊
