No, it isn't. There's literally speakers at the back that are really easy to reach. I did that with a Stop Request sound.

I've heard them myself. They're really easy to get. Usually nobody even bothers to talk on the bus anyways. They only play on Fleets with bus screens, so C40LF #570-590 I believe.
