They have to decide for parking, accessibility, fire service, ambulance service and other amenities. A permanent stadium is considered a long term investment and if built closer to a big city it usually costs around $300-700 million., which is sponsored by a big company (33%), local business (parking fees, food, etc) and state government. Then stadium can sell the naming rights and other advertisements, etc to make money. This stadium from the beginning was a temporary and had to be demolished. Laws are laws here in USA.
