Each design requires a certain number of stitches to complete it. The plus 4 or whatever # is the amount of stitches needed to begin/end the row and even the final design so it matches. Same with all crochet stitch patterns, the stitch design takes X number of stitches plus x number to start/end the design like a shell stitch, bobble, etc. If you just chain a random number of stitches your last design at the end of the row may be uneven (will not match the beginning of the row). If that doesn't bother you then it's not an issue in my book and you can just keep doing it however you have been 😁
