No. It orbits as it was launched or whatever is the orbit resulting from collision with something else. There are things being launched retrograde (opposite of earth's rotation), things can be launched to polar orbits, etc. basically whatever direction you want for particular mission.
using a Radioisotope Thermoelectric Generator (RTG) would be a risk during launch and a risk during Earth-fly-by if something were to go wrong and spread radioactive material. Protocols and safety are a bit more stringent nowadays.
