    Why is the dc motor required?

      Because he uses a battery which is DC, and DC doesn't work with transformers, because it creates a static magnetic field but the secondary coil needs a changing magnetic field to create a voltage. The motor has an inbuilt commutator (for internal DC to AC switching, for very similar reasons as the transformer), which causes switching of DC on/off = changing current -> changing magnetic field -> output transformer voltage. Extremely ineffective design, but also probably the simplest, which could work.
