Does the snorkel allow all crew to breathe underwater, and does it require for a person inside the vehicle to be in a seat?

Sadly it does not work to supply oxygen to players inside the tank while udner water. Tried this on Powerplant with just me in the driver's seat with the snorkel up, and tried putting NPCs in all the seats while driving into the water.

I mean, the only downside really is that you don't have a gun to fire back and you're a glorified target.
