20:58 I'm pretty sure this Zaku II is "When Paired" not "When Played". In Japanese, it says "When Set" and in the Japanese How to Play, that word is very specifically only used when referring to playing a Pilot under a Unit. The "When Set" keyword is also Red, which matches the "When Paired" keyword we see on the English Aile Strike and Amuro, and does not match the green "Deploy" keyword we see on English Sandrock and Falmel.
The action step is when your opponent declares an attack. You go back and forth playing card til you both want to pass this step.
