Only god that could take on Baldur would be either Zeus, Odin or Kratos, and although all three of these could knock him out, he will just keep coming. It's not possible to win over a dude that just never takes damage of any kind, it will go down as a stamina fight and bro never got tired of chasing Kratos until he lost the curse.

But all these questions were answered in the god of war novel written by Corey barlog. It already stated that the Norse gods were forces that Kratos had never faced. And that was when facing baldur. Their are much stronger gods than baldur. Vidar and Thor just to name two.
