PLEASE, go to American Village, the building that holds up the ferris wheel, main entrance, go up the escalator, first restaurant on your immediate right. There was a Raman Shop there. I was stationed there in Oki from 2007-2012. It is the best raman I have ever had, definitely my all time favorite meal as well. If you are in Oki, please let me know if it is still there. I know that my favorite Ramen chef from there may not be there any more. He was a younger guy, tall for Okinawan standards, lenki dude. He was such a really great guy. I used to eat there 2-3 times a week.

I love Tondo ramen too(^-^) There are many ramen in okinawa＼(^^)／Tonkotsu soup is best of my ramen taste
