He is correct, if Congress does not earmark the money it is left to the Executive Branch.... I hate it when Politicians talk about all the jobs that are created by infrastructure and tie it to the "Spending" when sustainable jobs can only come from savings.... Also he mentions the FBI as being "Good quality Jobs" which it is, but they produce nothing but consume food, playstations, homes, etc.... They are in essence a member of the service industry
