(hope this makes sense) I need this knowledge to something different but I do not understand how those light are flickering? what parts makes them do that? you know normal flashlight you just turn on and light is on but lights like this police are turning off and on every let's say 0,2 sec. how?

This specimen was from a type of clock which seconds hand moves constantly, usually 4 steps per second, instead of the usual 1 step per second. If you want a strobe effect, you need this type of clock oscillator. If you get a normal oscillator, it will alternate blue and red flash once per second.

This video helped me much because there r so many videos to make a police storbe light....But they use aurdino UNO board...which is quite coslty & rare in our area... So I just did this, and tested first bulb like you did, but mine isn't blinking fast. It's a slow blink...? Why? Also should a resistor be used?

That's the timing quartz crystal. Used for the oscillator circuit to keep the pulses timed.
