Yes; if you place Atlas stage 1 who is a water bulwark and Axodon (Atlas stage 3) who is a Harbinger Tsunami you will be able to activate each of those traits [ water, Tsunami, bulwark, harbinger] You just can’t activate two of the same trait in an illuvial line. So if you had Atlas who is a water bulwark, and Axon (Atlas stage 2) who is a water harbinger you would only have 1 water activated.
