To your query Here are things to get started with:
For Story: you can use chatgpt.
For Character: You can use inbuilt canva elements. Else, you can download animated gif,svg files from internet and use them in canva itself.
For voiceover: I would highly suggest you to use elevenlabs , uberduck, narkeet
