I agree that all humans (currently alive on earth atleast) are wretched beings, but not for this reason, it is not my job to save a african child, there are organizations who already do that, it is my job to save the child in the pond because I am in an easy situation to save him, I am not in an easy Situation to save the starving children and there are already people helping those kids (if there weren't I would be in the wrong for not helping).

But the effort required to do an action is a whole spectrum, it is unclear how far you would have to go to truly help that person into 'not needing you anymore' territory. And not doing something because there is other people around means that the more people are around the less likely it is that the needy person will get help, someone will have to eventually go against this precept for the problem to actually solve the problem.
