I believe you're looking for the polygonal lasso tool. If you click and hold the lasso tool, a few more options pop up including the polygonal lasso tool.
I really like what you did with the first technique of light beams to the child on the floor. When I blur my work though it's blurring the entire image instead of just the light beams. I'm probably not using layers/masks properly. Can you please let me know what I'm doing wrong and/or how to do it properly?
I'm so sorry for the late response Edgar Steele. Yes, you need to make sure you have the light layer selected, it sounds like you had the photo layer selected.
can anyone help me understand - when I select both layers to do the gaussian Blur, the portion where i painted with the brush turns black. I am just a novice in photoshop I followed exactly the same way phillip did it. Please advice
Your voice goes softer when you click on things and it's hard to follow. The only thing I can get radial blur to do is to turn the whole photo into round streaks.

I tried using gaussian blur but it doesnt blur the edges at all, instead it fades the selection

i little bit slower , and a tip u use too much keys , so i cant sse where your mouse point for try to do the same
