When I pack dentures I usually wait till the acrylic is at the doughy stage.I trial pack once until the flask is just about metal to metal.I remove the excess press it again and place it in spring loaded clamps.The clamps keep pressure on the flasks while curing.Trial packing only once allows for the little bit of acrylic shrinkage as the denture cures.
Sometimes bubbles are the cause of underpacking.Sometimes if the denture is placed in boiling water to soon will cause the denture to bubble.Sometimes if the acrylic is too soft when packed will cause bubbles
