Due to the reflection of light off of the life fibers within her clothes and her very body, it causes the rainbow lights to emit from her body, making her shine like a rainbow. So she does need the shades to look at Ragyo directly like this out in the open lol

The whole cast of part 5 are gangstets and the whole part is basically a bloody gang war. F.F is also a killer that was reformed and Gyro is a profetional executioner. Stroheim is not even a secondary villain like Hol Horse or Akira, he is always on the side of the heroes. He is in no way an antagonistic force as soon as Santana is introduced.
