perhaps you should mention that California Prop 103 limited Property and Casualty Insurors' ability to raise rates to match the risks. That is why they are leaving the state. Companies write policies when they can collect premiums that match the risks.
I live in Kansas...if my insurance goes up 1 penny, i will cancel it faster than lightning....they already dont want to pay out for anything, so raising premiums will be the end of insurance.
