That's called "Received Pronunciation" and was the prestige way of speaking until the great social shifts of the early 1960s. Dr. Jeff Lindsey has some amazing videos on the phonology of RP and the reasons for its demise (if you're feeling nerdy!)

The Queen used to demonstrate 'RP' often, though relaxed the way she spoke as she got older.
"One's ket set on the met."

@@abaddon2148 if you want an actual analysis, it’s because car infrastructure became the trophy child of neoliberalism, and with neoliberalism, car corporations became exponentially more powerful and lobbying. this led to a neglect of our railways, culminating in the privatisation of train services, where amenities were cut back to the bare minimum to squeeze the most profit out of the deflating number of passengers. some trains still have very basic drink and snack cars - i know virgin had some on their pendolinos - and those could be just as easily trashed as a pub carriage.

Oh, and before you argue about the invasion of either the Romans, the Angles and the Saxons, the Jutes, the Vikings, or the Normans you're basically admitting you have no argument because besides being ancient history you are admitting to not understanding what an ethnic identity is or what's more likely you're pretending not to.
Also not all migrants are "Brown" (and I don't just mean that not all MENA are literally brown), some are Asian, and a lot now are Polish or Ukrainian.
