No one can say any of them are any less than the best at what they do, however Golgo is a master marksman, John Wick can improvise weaponry on the spot, and Agent 47 excels at making an assassination look like an accident. Think about it. It'd take a LOT of investigating to figure out that Agent 47's hits aren't merely bad luck or happenstance. John can simply use household objects or nearby stationary to kill the target. Golgo can be halfway across the city at the time he kills you, providing both an alibi and that much more digging to figure out where he shot from (And he'd obviously bleach the room to eliminate gunpowder residue and fingerprints).

I have seen history of gun and M16 sound is pretty loud . It is assault rifle whose range and maximum performance is 500 meter and the bullet sound is also soft sound. The sound of M16 is rather the sound of 7.62x51 fired from M14 you can look at M16 gun shooting if I am wrong

I don't know whether it was explained it in anime or not but it certainly was in comic. More specifically, in the episode of Golgo vs Kalajinikov in vol.149. He calls himself "one-man army" and this word is the key. Since so many people in the world want to kill him, he has to prepare for fighting with enemies in many different situations that can be both short distance and long distance, anytime. So he normally prefers to be an all-rounder to deal with all of those rather than optimizing only for a sniper role and M16 series is the best choice for it, according to the comic. FYI, for ultra long distance, he sometimes uses sniper rifles like Ultima Ratio.
Theres enough manga to do a proper reboot with more stylized animation. As weird and disjointed as the movie was, it had way more style than the anime.
