That's a category 1 carryall, the reason the pins are so high is because a category 1 tractor is taller. Your 1025 has a limited category 1 hitch. (which means it's lower to the ground and doesn't lift as high) I do agree that more holes would help, in my region the county line carryall doesn't even have the lower holes that yours does and they're made out of spec for Cat 1. I bought one and took it back when I realized what they did. The one you have looks like a Tarter design and the ones here are made by Behlen.

My Ford 8N lifts my carryall about that same height. I have not seen a carryall with the pins low down on the frame. I guess you could drill new holes and relocate the pins. If you do that you may need to get a longer top link.

Subcompact tractors with Cat 1 hitches are by design small and narrow. They may have put the pins high, to keep the center of gravity lower, to keep you from tipping over.. Kind of design decision I would make in the litigious climate.

First off Alonso, it's built for a bigger tractor, my Ford 3000 lines up near perfect to lift it, second it's not built to be pallet forks it's a frame to affix whatever type of platform or carrying setup the buyer needs. It's not a bad piece it's just not exactly what this guy needed, so you probably should reevaluate who here doesn't know shit.
