Somebody Doesn't Like Being Passed

I was on my way to work,and this guug slowed down and got into the left lane so I thought he was going to turn.Instead,he turned on his brights.when we got through the next town,as I was rounding the north curve,he comes flying up behind me and passes.abd as we approached the stateije,he started gradually slowing down.
