LA's Crackdown on Homelessness: Motorhomes Towed in Venice Encampment Cleanup

- On Wednesday, October 25, 2023, a homeless encampment cleanup operation was carried out by the City of Los Angeles on Horizon Avenue in Venice, where a motorhome and a van were towed away. This action comes as part of the city's ongoing efforts to address the homeless crisis while ensuring the safety and well-being of both the housed and unhoused residents.
The Los Angeles Police Department maintained a vigilant presence throughout the cleanup operation to ensure the safety of all involved and to garner cooperation from the unhoused individuals residing there. Their presence was not only essential for smooth operations but also to prevent any potential conflicts or disruptions during the cleanup process.
A resident of Horizon Avenue shed light on the background of the situation, explaining that the motorhome had been stationed on the street for over a year and a half without being moved. A recent incident escalated when the individual residing in the motorhome allegedly brandished a firearm and assaulted someone in broad daylight. Although arrested, the individual was released shortly after. This marks the third time the neighborhood has had to call upon the task force to address concerns related to the homeless encampment, and the first time the individual was unable to maneuver around the system to avoid action being taken.
The resident further added that the signage warning of the impending cleanup had been removed by the individual the night before the operation. However, the neighborhood promptly replaced it the following morning, demonstrating the community's collective effort and resolve to restore safety and order in their locality.
Authorities provided the R.V. owners with an additional chance to move their vehicles before the towing commenced. One of the R.V. owners headed to an auto store, purchased a battery, returned, and installed it. However, lacking a valid driver's license, he enlisted a friend to start up the motorhome and drive it away, which was successfully done. Conversely, the other owner sought assistance from the tow truck driver for a jump start in a bid to get her RV running. Despite the efforts, the attempt was unsuccessful, leading authorities to proceed with the towing.
The cleanup received substantial support from the Los Angeles Homeless Services Authority (LAHSA) outreach team, which played a pivotal role in delivering essential outreach services to individuals experiencing homelessness.
The city's cleanup operation on Horizon Avenue signifies a step forward in tackling the growing homeless issue, with a focus on ensuring safety and establishing a conducive environment for all residents.

We get that the homes are millions, what most people don't really know (and I currently live in Mar Vista next to Venice) is Venice Beach is a major drug hub (similar to Skid Row). The dealers are dug in, and they are gang affiliated. These people want to be close to their drug connections....That is the real dialogue here. The are dangerous criminals that will do anything to get their next fix.

Vehicles in California are require to be moved within 72 hours on a public streets. They are also required to have current registration which also requires insurance to even be on a public street.
Neither of these two motor homes appeared to have rear plates, the smaller one didn't have a a front plate. Why were they even allowed to be on the street in the first place let alone be parked in one spot for over a year?

Everyone but the wealthy land owners that created the issue of homelessness in the first place are gonna be on the streets soon. I would have to work 7 days a week as a minimum wage slave to afford a $2,000 appartnent. Then my dog would be alienated home alone all day while I would be too tired to do art. But they want us without any rights or any tools. Van life saved me. I have been homelessness going on 17 years. Got a van 3 years ago and now have the capacity to rest and create. There is far, FAR too much standing around. If they are there to remove vehicles, they need to act quickly before things escalate and it becomes dangerous.

Crazy how he can magically afford a $200+ battery AFTER they show up to actually have him move but not the day before when they gave him notice that it needed to be gone before they showed up. Note that despite all the services on site it’s the residents cleaning their street and shoveling sewage.

All homeless people (without kids) choose that lifestyle....All you have to do to stop being homeless is to get a roommate..... Minimum pay of any jobs are $15 an hour. Times two people equals $30 an hour which is enough to rent a small apartment.
@JudgmentCollectionTraining...not that easy. You're able to say all that without actually experiencing the difficulties of being homeless. Most DO NOT choose to live this way. Most are just poor and getting a job while homeless isn't as easy as you might think. Everything's easy when you're sitting in your ivory tower. We have one abandoned motorhome sitting right in middle of the community pool parking lot for almost 2 weeks and the Marshall couldn't find any towing company that willing to tow the crappy turd motorhome and the last registered in April 2014
Shouldn't the Marshall have a standing contract with the companies that they makes them take it? It needs to be an all or nothing deal if they want that government gravy.

Police would have it towed if stolen. If not stolen the property owner has the responsibility to get a tow company to remove. Tow company has no responsibilty and can refuse to remove. 👍😎✌

What gives anyone the right to just park your vehicle anywhere ? Just anywhere ? We have rules and laws that all of us must abide by. As far as the residents that live in that area, Action should be taken immediately when someone stops and parks in your neighborhood. ( DON'T WAIT ) take action fast. Call the police, code compliance, call somebody fast. One street at a time. Remember, even if you live there, you need to park in your DRIVEWAY. You cannot park in the street. The street is for driving your car not for parking.

I got cited for parking my rv in my own driveway. Then, the city threatened to put a lien on my property if I didn't move it. I guess "unhoused" individuals have more rights than tax paying people.

Not his first, second, or even third warning to move it. They give these RV's several notices and plenty of time but he chose to ignore them or to ignore them until the tow truck showed up. At first he said "they" cut his wires and then he said he needed a battery. He created way too much drama. People, police, (me) don't want to work with anyone who is yelling, cussing, running around waving their arms. All in all he was able to drive if off.

This is the only solution? Deprive a person of a home! Leave people no choice with no options and just say move on, these are people who need help. Many have lost jobs during the covid nonsense. It is a shame that a country that throws billions of dollars to other countries can not help those here. I am not naive, I see the problem this brings to residents, but to just kick people from place to place is not the answer. The fault lies with federal and local governments in the wealthiest country in the world not providing a safety net for its own citizens.

Anyone else notice that delivery man at 24:40 just drop that package over the gate and take a photo? That is one of the reasons you should always do a signature on delivery and set up a time for it to be delivered so your purchased goods aren't just dropped precariously over a gate.
an RV has been on my street a year in Venice. City puts up pamphlets just like in this video to pressure the RV to move. It doesn't. It just sits there while all these cleaners/parking enforcement/ cops stand around it. You can smell the piss 15 ft away. Parking enforcement just jokes around with him. He pops the hood and says he can't move it. Surrounding the RV guy had 2 other vans, which he moved. The city will probably name this street after him. Incompetent
I feel for them BUT there is a responsibility in life to maintain your homes so that the law doesnt step in. Now obviously these vehicles were there so long it became evident. If your a Nomad and you have sudden vehicle problems please notify the police that your vehicle is not abandoned and you are actively seeking repairs. Now the police will wave you off that they don't give a pass for parking violations so dont argue just know that you showing intent on follow up immediately. That fact that they have sat there so long that the batteries are dead speaks volumes to how long the have abused the system and broken the laws. Keep your rigs moving people and never be seen in the same place for more than 24 hours that is responsibility you assume in urban nomading period.

There was raw sewage, glass and metal in the street and sanitation had already left. They offered to schedule a cleaning for a later date. Children live on this street.

I dont have a problem with them RVing but they must remain legal and responsible, tags, license, insurance, and move by the parking guidelines. These are the same people who get apartments, dont pay the rent, destroy the apartment and grounds. The public cant give them self pride but we shouldn't have to tolerate their lack of it either
Those residents sure seem glad to have the RVs gone. I would be also, if that was my street. I guess one thing good about being in an HOA is they tow pretty quickly.
I checked the CA BAR website and that motorhome was consistently smogged every other year from 1998 to 2010 then nothing for 12 years then August 31, 2022 where it passed. For what it is worth.
Great, tow it. california state law says if tags are out its considered abandoned and has to be towed.
I feel bad for the people who live on that street. I would not want it, and I'm glad they're making them move. On the other hand, the cop should have allowed that guy to move the rv, since they were helping the lady jump-start hers. Those 2 cops were unreasonable imo. if they wanted it gone why not let him take it. Power tripping, that's why.

They have been getting away with it for years now and more and more keep coming making them leave is just sending them to the next corner, this should have been dealt with years ago. Too little too late
LAPD is getting sued several different ways for human rights violations and is treading lightly. If you live in your vehicle they can't tow you until they have enough housing for everyone. Just move for street sweeping. Venice is a tourist town. It comes with the territory.

As a mobile Nomad for the past three years I don't really feel for these people that can't hold a job, pay rent, pay to register and insure a vehicle, then act like they are victims.
City provide them with batteries and tents...move them to a new and safe encampment for everyone please

When you tow away someone's motorhome it basically means the state or the county has to pay to shelter them from that moment forward

The cops hate RVs and the homeless if you drive an RV just know the neighbors will call the cops the second you park and tell them you have been there for several days 😮
