For how whack that killing joke movie turned out, that ending scene is perfect. The joker admits he is beyond saving and doesn't deserve any more chances. He gives one last joke that represents his relationship with batman: both are insane, but one is more logical than the other. Batman's laugh lingering longer than joker can be interpreted many different ways: he could have killed the joker right there, he could have given into the madness himself, he could have realized the humor in the futility of his mission. This is a great endpoint for the story of batman, as while not necessarily finishing any story, it provides a satisfying closure for the nearly century-long run of both characters.
That's how I see it. Which is why it doesn't work that well imo as just another Joker story in continuity. It's commentary on the dynamic and unique. It's great, but I think it creates issues when it's in continuity or if it's used as the model Joker characterisation, when it is actually unique in many ways. I love the brief chinks of humanity we glimpse through Bollands art. He's drawn the most human of any Joker story up to that point. But it works because it is a rare, one off glimpse. It's actually really weird, and yet so intriguing hearing the Joker go into a more deep and serious tone. Like even though he is beyond even the point of insanity, he is still definitely some human who is just bent out of shape and needs some way to validate his unhinged attitude. So just that ending of the Killing Joke where he and Bruce legit just... talk together for the moment is pretty bittersweet while it lasts.
