Take away everything you said and simply provide affordable homes that are easy to maintain and comfortable and suitable for older people and that is mostly all you need. What really determines if someone ages with dignity comes down to the ability to stay home AS LONG AS POSSIBLE and I'm sorry but being able to go to a damn pottery class doesn't do anything to achieve this
