It was explained by the match referee at the time Angela he said yes the initial pull by the Arsenal player was as you said outside the box however as Keith had kept on running attempting to get the ball he was finally upended inside the box and that is when the ref awarded the Penalty
great bit of history. the icy pitch was a real leveler but arsenals attitude was all wrong. walsall also knocked them out of the league cup around the same time.
Arsenal don't have a devine right to win a game of football, just because they are Arsenal. That rule goes for any and every football club/team. York City played well and Earned their win on that particular day and occasion. That is the magic of the FA Cup David V Goliath.
