Wow, that is way slower than I expected... He opened like 11 and finished 38 seconds. that would be slower than the best 500m women currently... If you look at shorttrack elite on the women's side, like Suzanne Schulting or previously Jorien ter Mors, they can stay within at least 2 seconds of the world's best on these short distances... Ter Mors even won a gold medal at the 1500m olympics, several times at the 1000m world championships. For men there's no examples that I know of on the short distances but Seung-hoon Lee randomly won the 10km at the vancouver olympics. Would at least expect him to be able to do a high 36 here.
