I think what she meant by bleeding was to make sure if they aren't going to die from blood loss. Bullets sometimes can go all the way through depending on which gun it is and where they were shot from. Which makes it harder to pressure the blood. Dispatchers need a lot of information on the current situation to know what is happening, so they can relay the information to the police beforehand. Also, the homeowner may have seen the suspect on the floor bleeding which why he responded with an answer which I doubt considering he blocked himself in the house in his room. The dispatcher took criminal justice, so she understands what she needs to say.

@Stray This why people should pay more attention to physics and biology class. 1.Fatal arteries run through every single part of the body and it isn't like it is in the movies where shooting someone in the legs is non fatal. 2.Because the legs are lowest part of the body, you will bleed faster since the weight of all the blood in the upper body pushes down on it, forcing out the blood more. 3. It doesn't matter where you get shot unless it's a medical scenario. Getting shot is getting shot. There's no such thing as "only a leg shot".

Id even consider $20 to be worth saving someone’s life (and that would be duel wielding 100x 9mm pistols, with a fury of protection of 200 rounds being sent down range because are you such a cheapskate that you’d only load $1 of ammo and be like “well I guess if a rapist gets to your daughter, or a murderer to your son then I guess they deserve to live if I can’t hit them just a few shots...” (nobody is that cheap, there is no excuse to penalize law abiding citizens and give criminals the advantage, no excuse)

I think what she meant by bleeding was to make sure if they aren't going to die from blood loss. Bullets sometimes can go all the way through depending on which gun it is and where they were shot from. Which makes it harder to pressure the blood. Dispatchers need a lot of information on the current situation to know what is happening, so they can relay the information to the police beforehand.
Also, the homeowner may have seen the suspect on the floor bleeding which why he responded with an answer which I doubt considering he blocked himself in the house in his room.
The dispatcher took criminal justice, so she understands what she needs to say.

You got the largest artery in your body in you legs, if the bullet doesn’t hit it, you’ll probably hit a bone and then those razer sharp bone fragments can cut an artery. Plus, arms and legs move around fast, so it’s much safer to hit someone center mass. Much safer for all involved, except of course the bad guy.

1.Fatal arteries run through every single part of the body and it isn't like it is in the movies where shooting someone in the legs is non fatal.
2.Because the legs are lowest part of the body, you will bleed faster since the weight of all the blood in the upper body pushes down on it, forcing out the blood more.
3. It doesn't matter where you get shot unless it's a medical scenario. Getting shot is getting shot. There's no such thing as "only a leg shot".
