The shape if the tower is a convergent/diverget duct which accelerates the velocity if steam. The restriction in the middle of the tower causes low pressure and temperature reduction and increases steam velocity. The top of the tower with the divergent shape has a higher pressure and increases the temperature thus drawing more steam.
A cooling tower is used for cooling the water circulating inside the condenser. When water passes through the condenser, it absorbes heat from the saturated steam which leaves the turbine and becomes hotter. Then in passes through the cooling tower where it is cooled and it is sent back to the condenser to repeat the process. It needs to be cooled in order to absorb heat from the steam again.

Why a tube is available in the middle
There is no concern about water in the base pool beeing contaminated by birds, animals etc?
If steam has already condensed to a liquid, then why use a cooling tower?
