same components , but my cpu is 100% usage in maximum games
at lowest settings also

Maybe Ram problem? Single channel, 2133 mhz? Or CPU throttling?
Some other programms can use your cpu while gaming, i play with all programs like browser or discord off.
This cpu can get 80-100 fps at low settings:
