Well justifiable villains are broken people unjustifiable villains on the other hand no... those are villains...(those are people who rape, abuse, harass , experiment , or cause major harm to someone)
If you think about it, Aizawa was tecnically quirkless during his entrance exam and he has no physical advantage, so he could proubly relate to somethings that quirkless people go through. Izuku could have made it into the UA hero or maybe support course because of his high levels of intelligence. SO with enough training and support items he would have been able to become a hero, with or without a quirk. (Yep this is my life now, Over anilizing anime characters life decisions and talking about it in the comments of gacha videos about said anime characters.)

Having no powers does not mean you can not be a hero. It is just going to be very difficult and wear at you for how much effort you got to put in to be a hero. True heros are heros even with out powers. Batman and Ironman was non powers but rich so they buy and make powers. The martial art heros spend years to be heros. They gained powers though hard work. So yes I think a non quirk person can be a hero it will just take time and effort and the will to be one.
