He technically has 3 quirks. Time Manipulation. Space Manipulation. Telekinesis. Reversing, traveling, stopping and fast forwarding time is time manipulation. Teleportation is space manipulation, although he can do much more with space manipulation, like warping the space around him, etc. And of course good ol' telekinesis, I assume it would be enhanced, presumably a longer range than Inko's? This is just my theory.
