I would say that Russian history really began from the Kievan Rus'. Before that it is a lot more iffy, there were lots of different groups of people who settled there, some say fromt he vikings, some say from other groups. So usually it is said that Russia really began in Kiev, and then spread out.

Like the oldest we can be fully sure off due to constant sovereignty (sides China since actual Ancient country) is France post 486 with its conquest of Gallia, but its litteraly on the border between what would count as Ancient Nation because Ancient Rome being a thing, and modern nation. So China is pretty much the last Ancient Nation left... with stuff like San Marino ^^

You may be talking about the administrative divisions of provincial, Zhou-level and county-level regions, but these regions were under the direct rule and administration of the emperor in ancient times. Moreover, most of the emperors in ancient China had direct and decisive command over the whole country's army and subjects without any minister or cabinet to interfere, which could be understood as personal centralized rule. Apart from some historical periods of civil war and regional warlords, all regions of China have always been under the direct administration of the central capital.
