That number includes more than 41,000 Cubans, more than 72,000 Haitians, more than 34,000 Nicaraguans, and more than 63,000 Venezuelans who have been authorized for travel.[12]
On April 27, 2023, the Biden Administration further abused its parole authority by creating a new family reunification parole process, which grants parole to entire categories of aliens rather than granting parole on a case-by-case basis, as required under 212 (d)(5).[13]
In November 2021, the Administration formally created an Alternatives to Detention (ATD) plus parole program to release hundreds of thousands of aliens after they were encountered at the border-until it was enjoined by a federal court in March 2023 for violating the parole statute.
