So if I'm a US citizen flying into Qatar to stay only a couple days (taking Qatar tours) before flying Qatar airlines to Europe, would I also need to get a negative PCR test upon landing in Doha? And again before I get back on the plane? Like I said, only going to be there a total of two days

No. It states on the website that anyone transiting don’t need to get tested, you would have done this before boarding at country you left from.
