NS train had yellow over flashing green (approach limited). CSX had yellow over I assume red (approach). Meaning the NS had a more favorable speed. I've never been in this area but I'd think that the line goes to single track ahead of the trains meaning the CSX would stop and NS cross over in front of it.
It's a shame neither of those crews thought to re-enact that Grey Poupon commercial. Opportunities like that don't present themselves everyday. Of course that's why I always carry a little Grey Poupon with me.

Passenger trains may proceed, but must be prepared to pass the next signal not exceeding 60 MPH. When signal governs the approach to a control point with a 60 MPH turnout speed be prepared to advance on diverging route.
Nice video of two CSX eastbound trains racing each other as they approach and go under the Center Road overpass in Sheridan, New York in 2015. The CSX train on track #2 is a CSX mixed freight while the CSX train on Track #1 was a double stack train with a Norfolk Southern engine in the lead.
