Hi Kate Aerolite uk do under seat plane bags with wheels and handle which go into the bag so that they are not included in the size and they are a good price.
I think it’s the mini and about £23.95 but can also be used as a back pack .They get so much in it .but even if it doesn’t look as though it will go in the size rack at the airport it does go in , I have managed to bring a larger souvenir in each time i have used it also. I see them looking at it but when challenged it fitted in as exact dimensions.
