If it still didn;t work for anyone, it didn't work for me either, I changed the compatability setting to Windows XP service pack 2, it worked, also fixed the touch pad not working issue. good luck
If this doesnt work for you and game has exception errors do this. Why it works have no idea. Start game with windows service pack 2. Once it loads up down at the bottom of the screen hit ctrl alt del to bring up task manager. Where it says gta.exe right click and do properties. Change compatiblity to windows me. Click the game on taskbar to bring up game. Now it should start working with no problem but if it doesnt go into controls and switch the controls from standard to classic. Go to game. Then go back and switch to standard. Works for me everytime. Hope this helps someone. I posted this somewhere else so trying to help people play this classic game.
