Definitely he should Shogun in raising zombie is like Nobunaga in human mode but weaker because despite Shogun and Nobunaga have the same stat when you control them, at least Nobunaga does more hit than Shogun meaning more damage
the problem isn't even really his damage (although it should definitely be much higher) the problem lies in his attack speed and health, first one is just an oof, but the second one could easily be fixed by just changing his upgrade cost to coins instead of glu coins

Shogun is basically the boss when you unlock him as a playable character.
