You need an emulator on pc or laptop or whatever to simulate android version I think 5 and maybe even 4 is acceptable. After you've downloaded it, you need to download apk or mod apk if you want infinite resources and also the obb file for the game to actually work. That's that pretty much.

Bluestacks emulator on pc, download the apk from the internet and obb file too, and there you go
