That is from an Underworld chest! Those chest can only be obtained by completing the Great Spire Abyssal Gate and you will need a Rare key to open. Good luck!👍

Just checked and it does 366 to 853 PvE and 12 to 32 PvP but it's an Epic rarity so Common, Uncommon and Rare will be a bit lower.
