Not wanting to fight in a war, that brings no benefits to their country, doesn't make draft dodgers cowards. If a country doesn't have enough volunteers it means that it's people voted to not take part in a war and agreed to suffer the consequences of doing so. If it's a democratic country the politicians will respect the will of the people, if it's a dictatorship they will bring out the draft, which is just a form of slavery.
